KEBs eases 8-year cap for imported special-purpose vehicles

NAIROBI, Kenya Jun 24 – The Kenya Bureau of Standards (KEBS) has permitted entry of special-purpose motor vehicles older than eight years and those with left-hand drive (LHD) configurations into the country, provided they meet strict conditions.

In a notice to importers, KEBS stated special-purpose vehicles will now be considered for importation if they can provide proof of customization, a documented record of serviceability, and evidence that the vehicle is not more than 20 years old from the year of manufacture.

“Special-purpose vehicles that are over eight (8) years old and/or Left-Hand Drive (UHD) may be allowed entry into the country, subject to the fulfillment of the following conditions: Proof of a record of serviceability and evidence that the vehicle is no more than 20 years old from the year of manufacture,” KEBS noted.

The new directive offers a conditional exception to the long-standing KS 1515:2000 regulation, which prohibits the importation and registration of motor vehicles more than eight years old and bans all LHD units.

KEBS has urged all importers of special-purpose vehicles to familiarize themselves with the detailed waiver requirements available on its official website and to apply for the necessary exemptions before initiating any shipments.

The bureau warned that failure to comply with the process could lead to delays or denial of clearance at the port of entry.

It emphasized that the approval is not automatic and will only be granted upon full verification that the vehicle in question meets all the outlined conditions.

Special purpose vehicles are often sourced from international markets and may not fall within Kenya’s regular import age limits, despite being fully operational and fit for purpose.
